I love a good dystopian novel and this one sounds like it has potential. The Protectosphere reminds me of The City of Ember. But while the planners of The  City of Ember thought they were doing the right thing for their citizens, the government in this book sounds like it might not have the best interests of their citizens at heart. Don't think I have ever read a novel involving xenophobia either and this also has me curious as to how this plot will play out.
